(i, j)-locally compact in Reilly's sense

• A bitopological space (X,τ_1,τ_2) is (i, j)-locally compact in Reilly's sense (briefly, (i, j)-Rlc) if each point x \in X has an i-neighborhood U(x) such that τ_j closure of U(x) is FHP-compact.
