サウンドトラックDLCから

必要な物

Portal本体とサウンドトラックDLCをインストールし、「Portalのインストール先*1\Soundtrack\Portal - Soundtrack」からmp3ファイルを取得できる。
おそらく場所が変更になった。現在は「steamゲームのインストール先の上位フォルダ*2\music\Portal Soundtrack」にある

ゲームファイルから抽出する

必要な物

GCFSpaceなるソフトを手に入れ、適当なフォルダに放り込んだ後起動し、メニューの「File>Open」又は「Ctrl+O」でファイル「C:\Program Files\Steam\steamapps\目的の.gcf」を開く。
エクスプローラなツリーが表示されるので、適当なフォルダのファイルを右クリックした後「Extract」を選び解凍先を指定。終わったらケーキはあなたの物です！

  • 音楽：「portal content.gcf」内「root\portal\sound\music\」以下。
  • タレット音声：「portal english.gcf」内「root\portal\sound\npc\turret_floor\」以下。

また、Amazon.co.jpでThe Orange BoxサウンドトラックのMP3ダウンロード販売が行われてるので、
そちらを購入するという手も（曲単位の購入も可能です）。作曲者のJonathan Coultonさんのバージョンもあります。
Amazon.comのほうが半額程度安いですが、国内からは日本のクレジットカード利用不可・VPNなどを利用しないとダウンロード出来ないなど障壁が多いので微妙ですね。
