The small letter of an alphabetic character, a Russian character, and a Greek character in the range of the selection is converted into the corresponding capital letter.
It acts on the small letter of em-size and normal-width.

Example:
"ａ" --> "Ａ"
"a" --> "A"
"Ａ" --> "Ａ" (Not converted)
"ａ" --> "ａ" (Not converted)
