The general consensus among users of GuildWiki is that this build is not viable.
This build will first deal a great amount of damage to a single target, and then be ready to move on to the next immediately due to Assassin's Promise. This build is mainly PvE based and could be modified to be used as a team spike.

Using Expose Defenses against blocking enchantment users.
Using skills like Wild Blow as the optional skills help against stance users.
Using an attack boost skill like Lightning Reflexes or Burst of Aggression can allow quicker combo damage.
Using Dark Prison as a shadow step and cover hex skill.
Equipment
15^50 or 15vs.hexed works well for this build.
The energy armor set isn't required but it is what was used to test it.
Usage
Cast Way of Perfection (If you choose to bring it).
Cast Assassin's Promise on the target while calling it. Try to pick out the casters, especially mesmers.
Cast Death's Charge at the target to come into hand-to-hand combat. This will place you next to the target. Try to keep in mind how far you go because if you have a monk in the party, you don't want him running crazy to heal you.
Follow with the combo.
If done correctly, the enemy should die instantly.
If you target is killed before Assassin's Promise Hex time is up, all you skills should be recharged for a new target.
Target a new enemy, rinse and repeat.
Notes
Note that Dark Prison, if you've equipped this variant, will also double as a cover hex for Assassin's Promise.
Counters
Hex removal.
Blind.
Interrupting/diverting a skill in the combo.
Anti-Melee (Spiteful Spirit, Empathy, Riposte, Deadly Riposte, etc).
Variants
For Alliance Battles, consider replacing Impale with Death Blossom. Return should be your optional skill.
Burst of Aggression can be used as an attack speed boost to get your combo off faster.
In place of Impale and Death's Charge, consider taking additional attack skills such as Critical Strike and Death Blossom.
Death's Charge can be replaced with Dark Prison.
Use Signet of Toxic Shock, Impale, and Death Blossom in place of Twisting Fangs, Critical Strike, and Optional skill slot for quick spike damage.
Notes
Assassin's Promise does stack if cast by multiple people.
This build works best with a group of henchmen due to the AI system attacking the target you call.
If you are with a group of human players, make sure everyone attacks your target or your Assassin's Promise will run out.
