サーバーコンソールで入力するとその設定が適用されます。

一例。

これをサーバーコンソールで入力すると、camcorder(カメラ)で星を取るのに必要な時間が初期値の3倍くらいになります。
いくつかの設定はsv_cheat 1の状態でないと(チートを使える状態でないと)、使うことが出来ません。
