230We can secure even better terms
if we crush them completely! A few more months will do it!
231We should not let them off
cheaply. We should press for hard terms.
232These terms sound like a good
basis for peace negotiations.
233The YY is considering sending
out feelers for peace negotiations and wants to hear your advice on the
strategic situation.
234We cannot show weakness now!
Peace negotiations are out of the question!
235We could see what the enemy will
offer, but we should not accept ceding any land or colonial territory.
236We should negotiate now and
secure a peace before our situation gets even worse.
237Considering the dire war
situation the Government is debating whether to seek peace. Your opinion on
the strategic situation is sought.
238We should fight on until we have
secured victories that will give us leverage at the negotiating table.
239We should sound them out. If we
can get releatively lenient terms, we should accept a peace.
240The situation is desperate and
we should seek whatever terms we can get.
241The army wants more resources to
prepare for an offensive that will break through the front. The YY is asking
for your opinion.
242Only the navy can win this war!
We should not waste resources on indecisive trench warfare.
243The navy can get by with less
resources for a limited time, but the army had better deliver victory.
244
245The army wants more resources to
prepare for a great offensive that will decide the war. The YY is asking for
your opinion.
246I cannot see how driving tanks
around the countryside can decide the war. True victory lies at sea!
247Very well, let the army try to
accomplish something apart from casualty lists.
248
249The Government wants to put all
effort into winning the war regardless of hardship caused for the population.
What do you counsel?
250Total war is the shortest war!
251We should strike a balance
between military expenditure and caring for the population.
252Revolution from within is as
dangerous as defeat on the battlefield. We should divert resources for social
programmes.
253XX is taking advantage of our
current preoccupation with the war to make unreasonable demands on disputed
territories. What reaction do you recommend?
254We cannot afford to show
weakness now! We can fight them too if it comes to that!
255Start negotiating with them but
try to drag it out.
256We cannot fight two enemies at
once. We should give in to their demands, even if it hurts.
257The YY has returned from a state
visit to XX, bringing home a proposal to solve outstanding sources of tension
between our nations. What is your response when asked for advice?
258We can never trust XX to keep
agreements. Better arm for conflict and beat them soundly!
259We should take this opportunity
to promote better understanding between our nations!
260
261We have received an offer of
peace from the enemy, but the conditions are rather harsh for us. The YY is
asking for your advice.
262We will not lay down our arms
lightly. We should answer their insulting offer with steel
263Our situation is bad, and we
need to take whatever offer we can get.
264
265The intelligence service is
considering offering safe passage for a revolutionary of some renown to his
home country XX. This will foment revolution and may force them to the
negotiating table. On the other hand, revolutions tend to be contagious. What
do you recommend?
266We should be careful about
stoking the embers of revolution, it may well backfire.
267Those revolutionaries can be as
dangerous to us as to the enemy! Lock him up and throw away the key!
268Give him safe passage.
269The YY floats the idea of a
gunnery competition for all ships in the navy. He believes this will increase
morale and combat readiness in the fleet. Holding such a competition will
substantially increase maintenance costs this month.
270With all respect, such
competitions do not give training relevant to combat situations.
271An excellent idea! We will
institute such a competition fortwith!
272
273This war is a terrible strain on
our society. There is a very real risk of a popular uprising and the YY is
considering offering the enemy a compromise peace. What is your response when
asked for advice?
274If we quit now our sacrifices
will have been in vain! We should push on for just a little more to secure
total victory!
275Yes, it is time to end the war
if possible!
276
277One of our important dignitaries
has been assassinated by a group of anarchists apparently supported by XX.
What action would you recommend to the Government?
278This is the excuse we need to
put them in their place! Issue an ultimatum!
279We should act in a responsible
and restrained manner. This crisis could well escalate to a world war!
280
281Our ship SB1 has blown up under
mysterious circumstances LL1. There are suspicions that saboteurs from XX
might have been responsible. The press is demanding action. What do you
recommend?
282This dastardly act cannot remain
unavenged! This means war!
283We should calm things down and
wait for an impartial investigation.
284
285SB2 There are unfortunately no
clues as to who might be behind this underhanded act. The hawk party is
demanding resolute action. What do you recommend?
286We should take this to the
international court in the Hague.
287Issue orders to sink any
unidentified submarine close to our territorial waters.
288There is no doubt in my mind
which nation is behind this lowly deed! We should issue an ultimatum to XX
289Some enterprising young officers
in Naval Intelligence have hatched a plan to blow up one of the capital ships
of XX at anchor. You are asked to give the plan the go ahead.
290Such underhanded tactics are not
in the tradition of our navy! I don't want to hear any more about such
tricks!
291An excellent idea! These chaps
are showing the right spirit!
292
293The new naval secretary believes
submarines are the key to victory in a future war. He wants you to build at
least Z1 additional submarines.
294Submarines are underhand, unfair
and damned un-X2!
295We could perhaps build half that
number of submarines as a start?
296Of course sir.
297The Government is considering
making some symbolic concessions to XX to lower tension between our nations.
What is your response when asked for advice?
298We should not consider any  concessions, symbolic or not!
299We could try to lower tensions
if it can be done without compromising our vital interests.
300
301The Minister of the interior has
raised concerns that the high naval expenditures might lead to increased
social unrest. What is your response?
302Bah! A strong navy will make the
people proud!
303The navy could get by with a
somewhat lower level of funding.
304
305The YY floats the idea of trying
to improve relations with XX by making some compromises on outstanding
issues. What is your response when asked for advice?
306Our national pride demands that
we take a hard line. We should not compromise on anything!
307Yes, it is a good idea to try to
lower tensions!
308
309A new cruiser from XX has just
arrived on a goodwill visit and the press is reporting all of its advanced
features. A reporter approaches you for a comment. What do you say?
310Well, with a higher budget, we
could have just as advanced ships as that one.
311It is certainly a capable ship,
but ours are just as good.
312If that is the best they can
come up with, we have nothing to fear from XX.
313XX is sounding us out about an
alliance. The YY thinks this can make it possible to save on defence
expenditures. What is your response?
314This is an excellent idea!
Together we can safeguard our interests!
315It would perhaps be better to
call an international disarmament conference to reduce tensions.
316We will be stronger alone,
unencumbered by alliances that might heighten tensions!
317XX is hosting an international
regatta and sail race. Our well trained crew is the favourite to win. What
are their instructions?
318Make sure they finish behind the
host nation.
319Go for the win!
320
321The ambassador from XX has
approached the Minister of the Navy with a suggestion that we curb our naval
programme in the interest of peace and stability. What answer do you
recommend?
322We would rather go to war than
agree to naval limitations!
323We will not reduce our navy
unilaterally. If they are that nervous, they could call a disarmament
conference.
324A reduction of tensions would be
welcome.

" RTW3.exe" 를 열고 RCData 를 선택하고 "save.all resources to an rc file" 를 눌러서 리소스를 추출하고 저장,편집이 가능하다.
