灯台に向かう途中や灯台内でPMCに攻撃しないこと
範囲外から灯台に向かってるPMCを倒してもデコード状態になるようです。

失敗時はV3フラシュドライブの救済措置のタスクが解放されると同時に、V3フラッシュドライブを使用するハイドアウトのレシピが解放されます。
